John R. Schwartz Memorial Tuition Gift

Who is John R. Schwartz?

John is a valued member of the American Association of Police Polygraphists who served, among other positions, as the Deputy and Acting Director for DODPI (NCCA) prior to his passing on February 19, 2021.

John served honorably in the United States Army for 20 years with his final tour stationed at the Pentagon.  He retired as a Warrant Officer from Army Criminal Investigation Command (CID) where he specialized in polygraph examinations.
In his second career with the federal government his assignments included DOJ, OIG, DHS, and CBP.  Following the 911 attacks, John accepted a special assignment in Afghanistan to polygraph and interrogate Taliban terrorists.  He officially retired from government service in 2017 to spend more time with his family and loved ones.

More important than his career, John was best known as a loving son, brother, husband, father, and Papa to his family. He was many things to many people. John was a selfless man who put his family and friends first. He never forgot his humble family roots and upbringing in Bethany, Illinois that served as his platform in life. John always shared these experiences and teachings with his family and just as importantly his friends and colleagues that he worked with. He positively impacted many and is forever tenderly remembered for it.

In honor of the late John R. Schwartz, his family donates a gift of $5,000 to a local/state police agency for tuition to a basic polygraph school.

The agency applying must have at least one polygraph examiner that is a current AAPP MEMBER in good standing.

Applications are accepted July 1st – October 31st via submission through the AAPP website. Applications are collected by the AAPP Secretary and forwarded to Mr. Toby Schwartz. Mr. Schwartz will review the applications and make his decision by November 30th. Prior to disbursement of funds the agency will provide proof of admission of the employee for an upcoming AAPP recognized basic polygraph school. The agency employee must attend the polygraph school during the next calendar year. Mr. Schwartz will work directly with the agency and/or polygraph school regarding the distribution of funds.
